The bench adjourned further proceedings till mid of August 2026 after a detailed hearing and arguments by Muhammad Ali Lakhani, Syed Mehmood Alam Rizvi, Rana Sakhawat Ali, Umer Ilyas Khan, counsel for petitioners and Sardar Zafar Khan, counsel for Pakistan Customs. Mr Jahanzeb Abbasi, Additional Collector Appraisement West and Shahid Abbasi, Additional Collector, Customs Academy of Pakistan also attended the hearing.
Earlier the counsel for petitioners argued that the petitioners are licensed Customs Agents having successfully qualified the Customs Agents Qualification Test conducted on 14.02.2013 under Rules 93 of Customs Rules 2001 and therefore cannot be compelled to re-appear in the qualification test announced through Public Notice PID (1) 3840/25.
The counsel for respondents raising technical issues mainly argued that the Federal Board of Revenue has suspended the implementation of 2013 examination results due to complaints of irregularities and that in compliance of amended rules and FBR directives existing provisional license holders are required to appear in the new qualification test failing which their provisional licenses are liable to cancellation.
The bench observing that matter requires detailed examination and cannot be conclusively determined at this stage, adjourned further hearing till after second week of August 2026.
